The vast cityport of Steelhaven, under the reign of King Cael the Uniter, was once a symbol of strength, maintaining an uneasy peace throughout the Free States. But with the King away, leading his armies, the city is rotting from the inside: corrupt officials squander their wealth and position; assassins lurk in the shadows; gangs of pickpockets lie in wait round every corner; the streets are slick with blood.
